When the Startup Repair tool starts, it will scan your Vista installation for any problems. If problems are found it will attempt to fix these problems automatically. This automatic repair process can be seen in Figure 5 below.
You can use Startup Repair to recover the operating system if the registry or system files have been corrupted. Turn on or restart the computer and press “F8” on the boot screen before the Windows Vista logo appears. Use the arrow keys to select “Repair Your Computer” from the menu. Click Create a system repair disc with a CD or DVD instead to create the disc as a CD or DVD and not as a USB flash drive, at the “Connect a USB flash drive” screen. I can get to other bios settings and change the boot sequence but I don’t have a recovery flash drive.

Connect a USB drive to your PC, select it, and then select Next. Hit F8 on the loading screen to pull up the “Advanced Boot Options” menu. There is no such official statement yet why this file was excluded out of Service Pack 1. In fact, a dummy version of this file was placed in the Windows/Win32 subdirectory during the SP1 upgrade.

Using Recdisc in Windows 8
Maybe Vista never had the ability for Recdisc to create a repair CD without the install DVD. I did reinstall Vista today just to test this and it asks me for the install DVD as well. The procedure for Recdisc in Windows 8 is the same as Windows 7 and Vista, Press Win key+R to bring up the Run dialog and type recdisc.
As it stands, Recdisc is available in Windows 8 but NOT in Windows 8.1. All is not lost though because you still get the new to Windows 8 feature of writing the repair disc directly to USB flash drive. If done correctly, you should now be able to run the repair disc creator. Go to Start or press the Win key and type recdisc. This will open the dialog where the CD/DVD drive can be selected, simply insert a blank disc and press the Create button.

What are you going to do if the selection safe mode has not appeared also? At this instance, your little computer maintenance skills can be very helpful. In Vista using the instructions for UAC on, it says the file location does not contain the file selected to be replaced. Download Windows Se7en Files Replacerand extract the 7-Zip file to a folder. Don’t worry, found the answer – replacing the internal 3v battery and replacing it causes the system to re-evaluate the checksum and various other checks before booting up quite happily. Back in 2006 when Windows Vista was introduced, it came with a brand new feature that is able to burn what’s called a “System repair disc” onto a blank CD.
